Description | Even though a slaughterhouse was constructed by the Municipal Office of Gaza, it was stated via the letter given on 29 January 1898 by our council to the office of mutasarrifate that the butchers are entitled to pay the rent price either in cash or in the form of intestines of the slaughtered sheep. In the 3. Article of the Vilayets Municipal Law, it is stated that due attention shall be paid for breads to have an exact weight, to be well-cooked and clean, to be made of fine flour, and for prohibiting the sale of insanitary foods. Hence, as there is no clarity on fixing an official price for goods, the fact that the provincial municipalities fix official prices for foods, etc. other than bread is contrary to law. It is would thus be unlawful for municipalities to henceforth not fix an official price for provisions, etc. other than bread and to give an opportunity for some profiteers to cause a loss for people. Hence, a decree, dated 16 August 1881 and numbered 3, sent from the Prime Ministry, orders that due attention be paid to impose the exact punishment legally specified regarding profiteers. It is thus appropriate to notify the Kaymakamlık of the Kaza of Gaza that the Municipal Office of Gaza does not have any right and authority to fix an official price to butchers.
