Description | Upon the letter, dated 22 February 1905 and numbered 80, by the sanitary veterinarian inspectors and central animal examination official regarding the documents showing the origins of animals and certificates indicating the amount of tax to be given by the multazim of the livestock sale tax. This letter has been examined by our council. Animal owners’ having a certificate showing the origin of their animals sold at the animal bazaar and granting an official certificate by multazims to the customers of animals during the collection of municipal taxes to indicate that the tax has been collected, are indeed such measures to enable a well-administered collection of the Treasury Tax, to prevent animal theft, and to hinder the spread of an animal disease. It has been considered appropriate to also implement this procedure, practiced in other locations, here, as of the next fiscal year; to publish a suitable amount of counterfoils, whose samples are hereby presented, each with 100 leafs and a hardcover; to submit them volume by volume to the multazim; and to take 1 piasters apiece on behalf of the municipal fund for each official certificate in exchange for its fee and costs. If this is also considered appropriate and ratified by the mutasarrifate, it would appropriate to issue a notice to the kaymakamlıks of the kazas of Jaffa, Gaza, Hebron and Beersheba and the Bethlehem Directorate to implement the same actions in these subordinate kazas, to announce this in the Official Gazette for informing them all, and to later return this letter to the municipality.
