All consulates were notified to report the names of Jews registered in consulates in order to investigate those who claimed foreign origin during the census. It was understood that Jews in Jerusalem who are ottoman citizen or foreign citizens do not have record in census register or consulates in order to escape from any tax. Signed by Raşid Bey, the Jerusalem's Mutasarrıfı.
