Despite the fact that the foreign streamers were not allowed to unload cargo and drop-off passanger, failed to comply this. This matter was notified to the consul through the embassies that the necessary declarations were given by the Governorship of the Jerusalem. 1, 3-4, 6, 8: no signature; 2, 5: signed by Rüsumat Emini; 7, 9: signed by Cevad, the Jerusalem's Mutasarrıfı.
