Telegram sent by the Public Safety Directorate to the Provinces of Adana, Syria and Beirut and to the Jerusalem Governorate that says "Ottoman subjets who were working with enemy consulates as bum-bailiffs or translators have been sent to Kayseri and those who are considered harmless and not likely to become spies will be sent back to their posts.
