As it appears that travellers from Mecdel to Gaza, who were robbed by the Arabs, were not protected by the local government, required precautions must be taken, the increase of such incidents should be prohibited, and further action should be taken against the abuses of Hüsnizade Selim and Arif Efendi in regard to that issue.
