Telegram sent by by the Public Safety Directorate to the provinces of Adrianople, Aydın, Trabzon, Kastamonu, Adana and Beirut and the Governorates Teke, Bolu and Jerusalem that says "There have been passengers who have been going in and out of the border gates with letters. Passengers are to be examined more carefully and those who have letters or extra money are to be sent to local military courts and punished for the letters. Signed by Dahiliye Nazırı Talat.
